of course there is down side for doing nothing. how many people vote independent? how many people under age 50 want their own savings plan? By offering up nothing i expect they may lose these votes if they had them to begin.

I certainly think there is a lot of down side for democrats not offering any programs in congress. It will could be vote them out and they lose more seats.
