AS far as I know, AMD's reference design is for free. IMHO, mother board design is not that complex when you are dealing with highly integrated chips, and especially when you have a full access to a reference design such as AMD's board. Manufacturing good quality mobos in high volume at reasonable cost is more daunting than getting a license to a motherboard design.
