Only if the merits of an alternative can be communicated.

When the alternative is the status quo, the merits can be presumed to be known. Only if they propose a third way alternative do they need to define and communicate it. In this case they have thus far declined to go for a third way. They have no obligation to do so. Just because someone proposes to change something, that does not create an obligation that you come up with an alternate change to oppose their change. You can stand pat on the status quo. If your wife proposes to go to the movies, you don't have to suggest someplace else to go instead, you can just decline to go to the movies, which means you stay home.
