A scheme is "a plan or program of action". Drilling itself is not a plan, but any plan or program to do more of it could be called a scheme.

"Scheme" is most often used for secret plans, but it isn't definitionally limited to plans that are secret. In any case its clear that there is nothing secret about the push for more offshore drilling, its quite a public push.
