The Bush campaign cheated and stole both elections but parts of the 2002 midterm. Rove was the mastermind of all three ands Rove is a cheater extraordinaire. If you study his methods you know he always uses smear campaigns which are total BS, using surrogates so he can pretend he has nothing to do with them, stoking racism, sexism, religious bigotry and whatever other phobias he can dig up. He uses push poll calls, phone jamming, voter roll scrubbing, illegaly eliminating tens of thousands of mainly black voters, false terrorist threats, not enough or non-functional voting machines, rigged voting machines, and lots of corporate cash with lots of quid pro quo corruption.

Rove is the guy who kept offices at Enron until the company fell apart, remember, so that's his ethics level.
