Jeb Bush wants to establish a more fair way of doing things for everyone. The top 20% of each high school class will be guaranteed admission to a state University. Other very good things to assure the door is open for every person to achieve based on their desire, drive, intelligence and ability. We will never get anywhere trying to "dumb down" the population. We need to work to bring everyone up to a higher level. At least, give them the avenue to achieve based on their abilities, desire and drive.
