SANTA MARIA, Calif.--(BUSINESS WIRE)--April 3, 2003--International Broadcasting Corporation (OTCBB: IBCS) announced today that it has received a letter of interest from an Australian investor and businessman. Mr. Laurence R.L. Gartner of Victoria, Australia has expressed his interest in providing services to IBCS in such areas as growth and expansion as well as visibility in the marketplace. Based on the discussions, Mr. Gartner has offered these services on terms favorable to the Company. Mr. Gartner also states he has been purchasing IBCS stock on the open market.

Mr. Gartner has extensive experience and impressive credentials. He has an MBA from the prestigious Edinburgh Business School -- with professorial commendation. Mr. Gartner received a prize from Edinburgh Business School for contributions made to the development of their academic courses. He also has a Master of Applied Finance from Australia's No. 1 Macquarie University for Finance. Mr. Gartner also studied Computer Science. Mr. Gartner served as a member of an executive committee in Board level-activities and was responsible for such activities as drafting a strategic plan and developing a complex international financial model for a $1 billion revenue company.
