I've seen obviously homeless people in the Library of Congress. They also sleep in the park by the courts near Judiciary Square. They've taken over the benches in that park. And the elevators on the Metro are perenially urine-soaked.

But I think it's a stretch to say that the problem is caused by getting rid of mandatory institutionalization -- locking them up because they are unsanitary and repellent isn't a just solution.
