locking them up because they are unsanitary and repellent isn't a just solution.

People don't have the right to use the street as their home. We need to "triage" these "homeless." If they are mentally ill, hospitalize them. If they are not, "vagrant" them. Unfortunately, the homeless industry makes so much money off them that it is difficult to do the second.

Here in Waikiki, the police treat this place like it is "Disneyland." Offensive ones are "moved along." We had a tourist killed by a vagrant in Ala Moana park last year. Three time loser that should never have been released from jail.
