I still hope that Microsoft will recognize Rhapsody
as a superior OS, give up its OS business, and
concentrate on its applications business. This may
sound dumb, but stranger things have happened.

I don't think it sounds dumb at all Sam.

The bulk of MS's profits are in applications sales. Given the cost of developing, distributing, and supporting 95/98/NT - Microsoft's probably lucky to scratch out any profit from that division at all.

Add congress, the DOJ, state and even world government antitrust backlash, and I think you're looking at a situation where MS must either close/divest it's OS development division(s) - or simply embrace a vastly superior OS.
