Yes, I read this article on the construction of 20-foot-high and 7.2 miles long barrage across Danava River very near the Indo-Nepal border. 1.2 mile long barrage is already in place across the river. The Nepalese raised their objection and are visiting the site at this moment. The Indians stopped further progress on the barrage. It appears that the barrage may sink many villages on both sides of the border esp during flash floods and runoff from the mountains. The Nepalese further state that the Indians are not observing their end of agreements between India and Nepal in constructions of this type.
Further more, Lumbini is a sacred place for all people of the world, not just the Buddhists and Hindus alone. If the Nepalese and Indians determine that Lumbini will go under water, the project must stop or other avenues should be explored that is mutually agreeable.
You remember that Turkey had a similar problem and they went ahead and submerged the ancient historical sites with priceless artifacts.
Greater problem is that a good percentage of world rivers are polluted by man. One example is the River Ganges.
