The fact that they have a relatively calm, ordered society does not come without a price. I still think they are dominated by rules and rigidity which at its core is based on a distrust of the individual and an expectation of the worst from them. I have a philosophical disagreement with that kind of thinking and I prefer the relative freedom and chaos in the U.S.

This buy back restriction is just an example. It isn't such a big deal to let them move forward on the buy back when they've already decided they will change the rule. Why the holdup? Because they still fear that somehow it will be abused or misused if they don't write in all-encompassing, iron-clad restrictions and penalties. And who is it they are worried about? Their own people and their own companies, that's who. This restriction hasn't prevented anyone else from manipulating the share price.
