thanks for you speculation.
In my experience, Design teams want to push for the latest process and process team are not as eager, until the process is reasonably stable. And most times Design teams win, simply because most projects slip, giving them access to more stable and latest process. Beside, as soon as a 'reasonable' stable process is available, marketing would push for more features to be added, which then forces the design team to move to a new process.

It is quite common in my experience, to switch the project to new process midstream (simple non-optimal layout process shifting). Makes life with area, power etc lot easier.

Thus my surprise with Sledgehammer (and Mckinley). Paul Engels explanation about AMD using a hybrid process (.13 transistor and .18 interconnect) makes more sense (for hammer).
