Annan questioned U.S. arguments that nations have the "right and obligation to use force preemptively" against unconventional weapons systems even while they were still being developed.

"My concern is that, if it were to be adopted, it could set precedents that resulted in a proliferation of the unilateral and lawless use of force, with or without credible justification," Annan warned in a text of his speech released in advance.


I guess those non-proliferation treaties which these various nations signed aren't worth the paper they're written on...

Certainly not worth ever enforcing..

Personally, I think I Bush gave an excellent speech today.

But I'm sure that many nations will gripe and complain about it, claiming the US created this mess and they have no obligation to assist in fixing it..

But in reality, it was the UNSC that created the mess by passing those binding resolutions in the first place, never intending that they should ever be enforced.

But those nations are the ones who likely NEVER had any desire to spend their treasure to create any form of economic or social change in Iraq, or the Mid-East.
