I have no idea of what you are talking about. Service option 4007 and 15 are the rate set 1 and 2 for the packet switch data in 95A.

I think you migh want to say that it's the service providers decided to use it or not.

In U.S. they choosed to use QNC as a semi-solution which is in nature a CS data but with some short cuts.

In many months of studying 3G, I have seen nothing about combining 1x channels

In CDMA channel means walsch codes, when you are sending high speed data, you use shorter codes, which will take away the adjacent codes from the same root depending on the length of the code.
