Overvotes should be inspected. But if you really have two different candidates selected, recording a vote for one of them would be mind-reading indeed. We know that a large number of overvotes were created in Duval and Palm Beach counties due to the ballot and/or instruction confusions. Otherwise, the main purpose in examining overvotes would be to determine why they occurred.
