You are a bit off. The Constitution was created to specify the precise powers of the government and protect us from their overreach. However, you'll notice in my post, I said, "Constitutional Law". This is the body of laws, legal rulings, and precedents that have been created during the history of the US to further expand on and interpret what the original intent of the Constitution was. The Executive Branch has the explicit authority and duty to enforce the laws of our country, including the body of Constitutional Laws. That is precisely what I meant when I said we need our government (aka the Executive Branch) to enforce our Freedom Speech (the body of Constitutional Laws that were created to ensure we maintained our Freedom of Speech, especially Political Speech, which our laws give very wide latitude on). But our government is not doing its duty. They have allowed corporations to rule the roost and commit all sorts of blatant abuses. That, my friend, is what real Fascism looks like. Fascism from Google, Twitter, and Facebook is working against our Freedom of Speech right now, and they are winning. When we no longer have Freedom of Speech, every single other freedom will be lost.
