Ron's 5.5 billion gallons comes from the amount currently created all over the world. You're right, currently we are limited to 1 billion or so in the US, but some of that foreign waste oil could be barged or tankered to our shores. Bill Carraway doesn't want to have a world wide oil processing multinational, he just wants to sell units abroad. So we are limited to a fraction of the 5.5 billion.

Still, isn't there a rule of thumb that says that the price to earnings ratio of a stock can roughly equal the percentage growth rate? Suppose the growth rate was 100% and you got 10 units on line earning 20 cents each, 10 X $0.20 X 100 = $200. How's that for throwing numbers?

Bill Carraway is a conservative kind of guy. He doesn't seem to be interested in doubling every year, just a more or less linear progression. Then again, I'm only going by what I think I understand about this company.

Let them run the stock up. We'll sell along with them because we know they'll short it back down 50%. Then we'll start buying back in again.
