The Finnish government deliberately avoided stupid
indirect taxes on improvements of the infrastructure.

Additionally they deliberately avoided all the
poker games of kemplerer style increasing
auctions and US-style interpretations of
bankruptcy and FCC license laws...

One key word is "after auction market" for licenses,
perpetual property rights or license??

That is, the finnish gvmt, deliberately elected
by the finnish people, do not think that the finnish
ether, nor the finnish air molecules, should be sold
to whoever pays the most, down or up the river and
speculated in as should be the case for some
commodities.

btw, scandinavian water and fishing rights are
also internationally interesting, although the situation
is far from as critical as in CA and China.
