The stupidity pendulum has definitely swung so far towards insanity here by putting biological males in prison with biological females.

But (poor unintentional pun) if you think about it. Observation says straight prisoners often temporarily turn gay in prison to satisfy urges... I don't think the guards put much effort into stopping it be it consensual or rape. So... in a prison with biological females that CAN get pregnant from sex with other inmates, it makes sense to at least offer them condoms. In fact, I'm all for it as it prevents our tax dollars from having to raise another unwanted kid born with parents that were last in line when handing out DNA for brains.
