Reich seems to have lost track of the stated objective, which was to cover people who don't now have coverage. This does that quite directly. It may not have been my choice for the best way to accomplish the objective but it definitely accomplishes the stated objective. Objectively, that's a win.

But he's upset. He considers it a loss. How could that be? Perhaps because the stated objective wasn't the objective after all.
