California Homelessness Rises to 187,000 Despite $37 Billion Spent

California’s number of homeless individuals, measured by taking a count on a single night each January, grew from about 116,000 in 2015 to about 151,000 in 2019.

Governor Gavin Newsom stated in his January 2019 inaugural address, “We will launch a Marshall Plan for affordable housing and lift up the fight against homelessness from a local matter to a state-wide mission.”

That mission has spent $37 billion on homelessness, but it hasn’t succeeded. The number of homeless Californians has increased to about 187,000, a 60% increase from its 2015 level and a 24% increase since 2019.
