Try to see the issue at hand and not resort to slippery logic and rhetoric.

If Iraq had had nukes, either the State Dept would have prevented the rise of Saddam in the 80s and would have looked a little further than their noses for a change. Or Saddam would have been taken out differently than 10 years of starvation of Iraqis and bombing of Baghdad.

Regardless of how you feel about Saddam, the Mullahs of Iran, or Generals of North Korea (and believe me I have nothing but extreme disgust and disdain for all of them), it does not change the facts that the situation would have been "better" in presence of nukes. And again, regardless of we feel about the rise of WMDs in the world, this fact is not lost on the leaders and the people of those countries. Therefore it does not matter what treaties you sign with them or what restrictions you put in place, eventually they will have nukes because they feel much safer with it than without it. This is a 60 year old technology. It cannot be denied indefinitely.

The only viable solution to this problem is to treat all countries as if they have 100 nukes mounted on ICBMs aimed at you. Then we will find long term economic and diplomatic solutions to our problems. Otherwise, the nukes will find their way into all countries. And unfortunately then we may not have our choice of how sane the leaders of those countries will be.
