The SOLUTION for Americas Public Schools:

Every politicians favorite Slogan of "it’s good, if it’s for the children", has been the rallying cry for the last 20 years in every campaign. Our parties seemingly both agree on this subject and in rare fashion, vote ever increasing budgets to the public Schools. This is all well and good, because even the NON Voting Majority favors positive educational programs whether they be public or private.

From time to time we get unique or even innovative suggestions implemented in this or that district that have some meaningful results, but never have we seen a return on our investment like the one that this proposal could yield.

In order to understand the scope of the problem one would have to look at each and every district singularly, then put the identifiable problems into classes of problems which may or may not be solvable within the framework of our present day infrastructure. For the context of this report, the Infrastructure which will be discussed are as follows;
a. Physical Infrastructure
b. Management infrastructure (Administrative & Executive)
c. Operations

Since this paper is not about hashing over old ground or even offering advice to make corrections to better ways of doing things under the present infrastructure. I will suggest here a radical idea, that when put to the test could send this country on a renaissance of education.

The First part of the revolution in education starts with an understanding of what we have already paid for as Taxpayers. Hence we need to begin the overhaul of education by looking at the asset side of the ledger.

When was the first time you ever heard any politician show us the what’s of the trillions of dollars spent locally, state wide and federally over the last 40 years, have you ever seen an accounting of what we have already purchased?

Simply, we have a wide range of Physical plant, the range is from the State of the art, to the bottom of the abyss. For suburbanites who can drive by 5 schools on the way to their favorite mall things must be looking pretty good. While someone driving from an inter city location to that same mall might see five buildings that are historic in their exterior but the insides can range from state of the art to a complete shambles. Those living in the mid cities between the new and the old will see a combination of infrastructure built in the 50s and 60’s and updated, or not since then.

A reasonable prediction about the state of the physical plant rests almost exclusively on the factors below.

1.where the school is located,
2.that systems management
3.the degree of corruption, surrounding the flow of money into that system.
