cjac--Obviously, I don't know anything about the SulphCo "patent pending technology," but hydrogenation as a chemical process for eliminating excess sulfur from oil has been around for a long time and is what GOE anticipates using, when and if it can be afforded. While there is a wider market for low-sulfur diesel, which can be used by highway vehicles, there has generally not been a significant difference in wholesale prices (at least not is South Carolina), which has argued against spending the money for hydrogenation equipment. The processor in Charleston produces (will produce) so little diesel fuel, relatively speaking, that there has been no problem finding a buyer for its output (prospective output). Of course, if the regulations for off-road diesel change significantly, that situation might change.
