I have said this many times. The Korean Gov't encourages internal production and trade in components for assembly of final products bound for export to the extent that they virtually, require any foreign company to pair up with a Korean company to produce the component in S. Korea. Like all Asian countries they try to import, as little as, possible and export, as much as, possible. The reason for the VLNC/Hanil plant. They want to keep the foreign exchange in their country by keeping their export/import balance in the black. Also, the Japanese tend to be very expensive when selling proprietary products. Two great examples are computer LED screens which is licensed U.S. technology and cultured pearls.
