Sorry, Counselor...your question is leading. The hours for the "trysts" were NOT treated like "any other hours". We already know that the vast majority of the security detail hours were charged to budgets relating to the direct protection of the mayor. Some of the "tryst" hours were parceled off to minor budgets. We don't yet know if other, non-tryst hours were also parceled out, but they could have been.

So since your question is flawed (any other hours weren't treated like the tryst hours - 98% or so were budgeted straight to the security budget according to the latest Policico article), I can't answer you.
