NEW YORK, Aug 4, 2003 (BUSINESS WIRE) -- Universal Express, Inc. (OTC BB:USXP)
announced today that its subsidiary Universal Express Capital Corp., through its
Universal Cash Express division, is expanding its agreement with Q Comm
International, Inc. (AMEX:QMM), to include the activation of Universal Cash
Express' floral GiftCard. Q Comm is a business services company focusing on the
electronic distribution of prepaid wireless airtime, on-the-spot prepaid
MasterCards, and other prepaid services.

The Universal Cash Express floral GiftCard program, for which Universal is the
exclusive provider, is a natural tie-in with Q Comm, as it provides a new and
unique pre-paid product with tremendous revenue potential.

"While we have been excited about our relationship with Q Comm from the very
beginning, the synergy that our floral GiftCard program brings to the table is
extremely powerful. We are in the process of launching our Q Comm Point-of Sale
Activation (POSA) terminal reseller program as a low-cost, high-revenue business
opportunity, and now, in addition to the many financial services that our
resellers are already able to offer the storeowner, they can now offer floral
products as well, while maintaining no floral inventory, " stated Mr. Brett
Hudson of Universal Cash Express.

Through another Universal Express, Inc., subsidiary, WorldPost Network, an
association that offers revenue generating products and services to a network of
thousands of private postal stores, Q Comm also finds a built-in market for this
new product

"We were already preparing to offer the Q Comm product to the private postal
stores. Now, whether through a reseller or sold directly, the Q Comm POSA has
greater value than ever to the private postal storeowner and, therefore, to the
reseller. About 150 to 300 people visit each of the private postal stores every
day," adds Bruce Turiansky of WorldPost. "That's a great deal of exposure for Q
Comm, Cash Express and the other financial products included in this robust
program."
