You can smoke other things besides dope in bongs. Tobacco.

In my hometown, the local head shop always had a big sign on the shelf holding the bongs: "Tobacco Pipes." <winkwinknudgenudge>

Sold ZigZag rolling papers only if you referred to them as "cigarrette rolling papers." Seems like a whole lotta jumping through hoops unnecessarily.
