Well it's not the short themselves doing anything - it's the brokerage/clearing system. To the extent a company issues anything (dividends, rights, warrants, etc.) the short automatically becomes short whatever was issued.

One would think so, but not really. I didn't see any requirement that the company actually register these shares (but I might have missed it - didn't read carefully).
