It stopped working when the US Congress cut aid to South Vietnam. It stopped working when Hatfield-McGovern in July '73 prohibited combat ops over, on, or near Laos, Cambodia, and both Vietnams.
The US had created a SV. army based on the US style. This worked well during the Easter 72 NVA offensive which pretty much knocked the NVA for a loop. Congress cut the money and refused the US to use it's airpower.
The Congressional "Watergate" elections in 74 meant that many dimwitted democrats got in. They refused to send money to SVN (but continued to Isreal) and of course, succumed to communist propaganda that B-52 bombing was horrible.
