It was clear that he wanted to take the "surplus" and give it directly to his energy buddies in Texas. It's illegal to do it directly so he made sure that energy prices stayed high but we got a rebate to help pay for it. California, Nevada, Oregon, and Washington sure ain't gonna forget that.
