No, I mean a single bill agreed to within the Democratic caucuses in the House and Senate, perhaps what comes out of reconciliation.

The Republicans have dealt themselves out of the process now by showing no interest in any real reform. The Dems can get a decent package passed if they achieve unity in their own party.

Once that compromise is hammered out (whatever it is, the details don't concern me as long as most uninsured people get coverage), that becomes the set of talking points for everyone to use until the final votes are done.
