George W. (and/or those fabulous advisors he is supposed to be so good at selecting) did not ask for hand counts in the counties in which GW did well. This was a tactical decision on their part - it was purely Bush's choice and Bush's decision. Don't try to make it the result of some secret cabal blocking recounts that would have been favorable to GW. That isn't what happened.

The election was a tie in which GW was slightly ahead. There is a process for getting more accurate then usual counts in close elections and GW chose to attempt to block that process instead of risking the outcome of an accurate election count. GW has been trying to discredit the notion of recounts period and recounts in close elections are standard in the US.

It's a strategy that may well end up being a winning strategy, but don't pretend it's a particularly moral or honest one, because it isn't.
