Re: the weird $400,000 prepayment to American Express, which appears to have been yet another method of taking city money and running it through enough buckets that it could be used for pretty much anything Rudy and his crew wanted to use it for. That's turning into a pretty expensive 'Shag fund'. :-) (No wonder they didn't really want the NY voters hearing about such stuff as their tax dollars going to pay for NYC cops to walk the Mayor's mistress' dog.... It's not hard to see how 'minor' little things like that could later make a big splash in political ads....)
