Depends on the circumstances and who is being killed and how the killing came about.

Civilians count for more than soldiers, so I would abitrarily set a limit of 100, especially if they were in their own country. If they are tourists, on foreign soil, the number would be higher, due to tour groupings. No limit on soldiers on foreign soil.

In short, there are no formulas or steam-tables to determine where the line is violated.

When one has the wherewithal to carry out any military or police action, it is a convenience to they make the rules.
