There have been some logistically-induced delays at the service provider level (meaning that the local sources in individual countries are not as efficient in distributing handsets as one would like), as well as the customs situation. My company sources indicate clearly that this is a short term problem, so it may be moot by January. I believe them, as they've not yet led me astray...
