I do not believe that the test networks require licensing, but I am not sure exactly the why or how of this, or at what stage, prior to commercial deployment, the innevitable license will be required.

Both QUALCOMM & Nokia are being politely quiet on the subject, for obvious resons, they prudently are not about to debate this in public.

As short as it is, the most detailed statement on this that I have heard from the Nokia side was made by Jorma in December:

JO: "We are in no hurry ... current agreements allow us to start shipping WCDMA gear"
