No they aren't. They are a group that you have a contractual relationship with. An actual contract, not a "social contract" that some philosopher might right about.

As far as 'voluntary', you are also free to leave the country

Leaving the country is obviously far more onerous than leaving a housing development.

Also the US government still exercises authority over you if your a citizen, or even if you renounce your citizenship if you leave the country for tax purposes, or it suspects you of involvement in any number of things. You can't simply "leave the country" and no longer have any US government control over you. 100 years ago, maybe, but not anymore.
