Your assuming that there will be a great many more users if pot becomes legal. I don't.

There may be a few more people that experiment once or twice, but I don't think there will be signifigantly more regular users, and I think the percentage of people who have tried it and become addicted will go down.

I have no idea where you get the "about 1 in 10 will become addicted no matter what base number one uses".

As for costs I think they are a lot higher because its illegal.
