These may be very silly questions, and as such I am as afraid to ask, as I am of the possible answers. Do brokerages in the USA have the right to borrow against their clients holdings to speculate in any way? I ask this because until recently I believed they could not, but it now appears that clients in other parts of the world are at risk for loses, like in Japan.

If they are able to, does that place client funds in jepardy in any way? Is there any resemblance between brokers and bankers that put us at risk? I assume that stocks would be eventually returned by a bankrupt broker, but what about cash?
