The Feds have a certain amount of control over the city but they don't really run the city. The local government runs the city within limitations imposed by the feds. The Feds may say "you can't do that", or even every now an then "you must do this", but the local government makes most of the decisions and all the day to day operations. BTW your links gave me a page that said "Not Found The requested URL was not found on this server." Tim
