John- you're absolutely right. I think the main reason cell phones took off faster in other countries is the cost per minute vs fixed lines. I remember reading a few years ago that cell phone rates in Israel for example were only 2x that of fixed rates. In the US at that same time the ratio was 7 to 1. I'm sure it has come down since and that's why we see the US penetration rates continue to improve. I don't think that "caller pays" would make any difference at this point.
