Telecom Announces Major Local Carrier Contract

BOCA RATON, Fla., July 30 /PRNewswire/ -- International Standards Group, Ltd. (Nasdaq: ISGI)
announced today that its wholly owned subsidiary, Total World Telecom (TWT), has entered into a
contract with Preferred Carrier Services, Inc. (PCS) to begin local competitive services on a nationwide
basis.

"The significance of this contract lies in the ability of TWT to provide local numbers to customers both in
the residential and commercial areas," stated Donald Booth, President of TWT. "By doing so, it then
allows TWT to offer to the customer long distance services domestically and internationally. QuickVoice
calling cards, 800 access numbers, and long distance credit cards. All of these services will be billed on
one billing under the local carrier exchange numbers. TWT has chosen PCS to complete the regulatory
filings and negotiations with the respective RBOCs, GTE and certain other incumbent local exchange
companies to provide this program nationwide."

"The local competitive services program will allow TWT to offer its customers full-service programs
with all of TWT's services being billed under one monthly billing system," stated Arnold Salinas,
Executive Vice President of Sales and Marketing. "This will allow TWT to bundle its nationwide long
distance network services and the local competitive services to capture its customers' entire telephone
needs, thereby enhancing the TWT end user customer base. TWT's expected revenues from this
program will be significant, and this program will position TWT under the deregulation of the telecom
industry. This newly developed program is just another indication of TWT's foresight in the industry
and its continued move to become a major provider of telephone services to the reseller/carrier markets."

"This program is available to TWT under The Telecommunications Act of 1996, which places certain
restrictions on both RBOCs and the largest long distance carriers, preventing joint marketing of long
distance and local services," said Joseph Lents, President and Chief Executive Officer of International
Standards Group. "However, no such restrictions apply to TWT, and this will provide the company a
significant forward marketing advantage. TWT expects to utilize this window to enhance its agent
distribution nationwide and to significantly increase revenues from ancillary services."
