Won't work. A transaction tax of that type will increase, not decrease, volatility, because it will decrease, not increase, liquidity.

Markets are supposed to be volatile. Trying to limit that so regular folk can participate with a false sense of security can only introduce distortions that lead to unpredictable blowbacks.
