No, its a spending issue. Under Bush and Obama, spending increased more than the size of the deficit. If spending had staid the same in nominal terms the federal government would be running budget surpluses. If it had stayed the same in real terms than the budget would be close to being balanced. Going forward its also a problem with spending. See danieljmitchell.wordpress.com
