Caveat:

I have no proof that Kennard was in Nextel's pocket prior to the reauction or since. Therefore I withdraw the assertion and express my apologies. Kennard is now on Nextel's Board, having been placed there soon after he (and Clinton) left office. All I know is what I read in the public press and in the court documents. Kennard did attempt to sell the sprectrum in question to Nextel in a kind of sweetheart deal (without reauction) for about 6 billion dollars. When others objected and indicated their desire to participate in a reauction, Nextel withdrew from its negotiations. Nextel also attempted a hostile bid for Nextwave, thinking that it could win the sprectrum by going this route. It also withdrew that hostile bid when Kennard insisted on going the route of a reauction.
