I doubt he does, but that 200K is deceptive anyway. I spoke with my son last night. He lives in California and was laughing as he related a blog he was reading in which a San Fran County employee was suggesting more taxes because he and his associates aren't paid enough. One of his statements went like this :

There is value in those homes. We need to drop prop13 and tax them hard. If they don't have the cash it should be expected to re-mortgage every couple years to meet the higher tax rates. That way the government can provide better services.

In other words you not only could not develop equity in your home, they wanted what equity you already had. lol

People can be very easy going with other peoples assets.
