No. This ruling sounds like an open invitation to corruption in office. There is plenty of scope for corruption in eminent domain for public works, but at least the difficulty of approving and funding the public works acts as some kind of check on the system. But now, every developer will say to himself, why should I put myself out paying millions to recalcitrant homeowners, when I can just pay hundreds of thousands under the table to the City Council instead? Let them do the dirty work!
