I realize that you're a libertarian/eagle, but I don't see how you can read that Sachs piece as advocating "throwing money" at Africa. We're already giving aid to Africa, that's a given. But it's true that Bush and Congress trumpet aid that never leaves the country, just remains on the drawing board. They get the good feelings of the American public and the feeling that we're doing things that we are not doing.

Sachs is advocating giving responsibly, to infrastructure and specific programs rather than just handing money to people who will misuse it. Which isn't anything new, Bono, for example, has been pushing this for years. I suppose mentioning Bono is raising a red flag since he's a rock star, but don't shoot the messenger. He's right.

Telling the public that what we give in public aid to Africa isn't a princely sum might motivate individual philanthropy. And Africa remains a mess. The individual people I've met from sub-Saharan Africa are just as hard working and personable as anybody I've met from Asia and a lot harder working and more personable than any person I've met from Western Europe and most from Latin America and the Middle East.
